City of Allen Citizen Self Service – Start and Terminate Service ONLY

The City of Allen will be moving online and automatic utility billing payments from the Citizen Self Service Portal (CSS) to WaterSmart on Tuesday, May 20th. During the migration, ALL online access to pay utility bills is unavailable. Read more about this migration here.

During the move, customers may still make utility bill payments in-person at City Hall or use the new pay-by-phone option by calling 833.735.2393.

Once the move is complete, the Citizen Self-Service portal will ONLY be used to start or cancel utility service. View step-by-step instructions on how to submit a new service request or termination request using Citizen Self Service.
